Recycling business

SIR - I'm confused. Stroud District Council encourages householders to recycle as much as possible. So why do businesses, who generate far more recyclable material, have to pay for all their waste to go into landfill sites, (which we are fast running out of).

Is it just me or is this ridiculous? Can we please have some sense?
