    SIR - I see that in November, 2003, Stroud District Council carried out a household survey to help it decide its budget priorities (Stroud District Council News, March, 2004) and I quote: "Stroud District Council needs to know what is important to local residents - to really understand what its residents need. The council needs to hear from as many different people as possible". Apparently, from the answers received from the above survey: "The council was able to decide what its priorities should be for the coming year and to set a 2.5 per cent council tax increase." read more
