    IT WAS announced recently that the future of Stroud District Council and the County Council was in the balance, thereby moving away from trained, full-time personnel to part-timers on the town councils. This is being done without any regard for the electorate who are the people paying up front for the regionalisation of the country through the council tax. Everything is coming from the office of the deputy prime minister, Mr Prescott. It certainly comes without any discussion or referenda but is carried out by innumerable quangos with titles which hide their significance but give them great power. It has also been mooted that County and District personnel could forgo their retirement pensions.
