A NURSE jailed for his involvement in the abuse of vulnerable patients at Winterbourne View private hospital has been struck off.

Kelvin Fore, 34, was jailed for six months last October after admitting two charges of wilful neglect for failing to report abuse.

Mr Fore was one of six former care workers imprisoned for their parts in the abuse scandal at the South Gloucestershire care home in Hambrook, revealed by an undercover reporter working for the BBC’s Panorama programme.

A further five healthcare support workers were handed suspended sentences.

The Nursing and Midwifery Council (NMC) decided last Friday that Mr Fore, who was registered as a learning disabilities nurse, was not fit to practise in the profession and to strike him off.

The NMC panel heard that the BBC’s footage had shown Mr Fore failing to report abuse and standing by and watching it take place.

Mr Fore watched while a 20-year-old woman, who had significant physical problems and profound learning difficulties, was subjected to acts of cruelty by staff, and did nothing to prevent it.

The hearing was also told how the nurse had seen a woman standing fully-clothed under a shower.

Mr Fore saw a support worker throw water over her, but did nothing to prevent it as the woman screamed, "No."

On the same day in March 2011 the woman, referred to by the NMC as Miss A, had water thrown over her outside and was subjected to abusive taunts by staff.

She was then brought inside where Mr Fore saw her soaking wet and shaking and said to her: "Come on. Keep breathing."

The panel was told that Mr Fore did nothing to stop Wayne Rogers, 32, from continuing the abuse.

The father-of-one, of Purton Close, Kingswood was given the lengthiest sentence of two years in prison for nine charges.

In its written judgement, the panel said that Mr Fore’s behaviour fell far below the standard expected of a registered nurse.

"He was in a position of authority in the home, witnessed the abuse of an especially vulnerable resident who lacked capacity and did nothing to prevent it," reads the statement. "In failing to act as he should have done he betrayed the trust of the families of those vulnerable residents placed in his charge.

"His behaviour could rightly be described as deplorable."

Mr Fore, of Ellesmere Walk, Middlesbrough, was not present at the one-day hearing at the NMC's central London offices but agreed by submission with the decision to strike him off.

The NMC is holding a further misconduct and competence hearing at the end of the month for the other nurse involved in the Winterbourne View scandal.

Former charge nurse Sookalingum Appoo, 59, of Dial Lane, Kingswood, will be assessed on Friday, August 30.
